AspinallVerdi secures successful CIL outcome for Sandwell Borough Council

AspinallVerdi was appointed to undertake a Borough wide viability assessment to be used as an evidence to support the introduction of the CIL Charging Schedule. The viability study itself was completed within a 6 week period with clear recommendations on proposed CIL rates and zones. A thorough consultation process was undertaken and 80% of respondents supported the findings of the viability report and the suggested CIL charges.
Sandwell Borough Council submitted the Community Infrastructure Levy Draft Charging Schedule to the Planning Inspectorate in July 2014 for Independent Examination.
The Inspector’s Report concluded that, subject to four minor modifications, the Sandwell MBC CIL Charging Schedule provides an appropriate basis for the collection of the levy in the area. The Council has sufficient evidence to support the Schedule and can show that the levy is set at a level that will not put the overall development of the area at risk. Sandwell MBC intends to implement a CIL Charging Schedule with effect from 1st April 2015, subject to approval by Council on 3rd March 2015.
