Simon was commissioned, as part of a multidisciplinary team, by Staffordshire Moorlands District Council and the Homes and Communities Agency to produce a masterplan for the former Bolton Copperworks site in Froghall.

The masterplan provides a development framework for the site which establishes the broad spatial arrangement of uses, the scale and quantum of those uses and the supporting infrastructure and environmental works required to create a high quality place, all of this within the context of a clear strategic vision.

The key outputs of the masterplan include tourism and leisure uses (heritage railway, visitor centre and pub/restaurant), up to 130 dwellings and 2.1 hectares of employment land.

Services Provided

Simon was responsible for:

• review of property market including land and property values, developer and occupier requirements;
• soft market testing of emerging options with developers and stakeholders;
• financial modeling to test overall viability and inform development and infrastructure phasing; and
• production of a development delivery framework, setting the critical path towards development delivery.
