Overview
AspinallVerdi were appointed as lead consultants with support from KADA Research to prepare commercial and economic cases as part of the Council’s Full Business Case (FBC) funding applications to the Getting Britain Building Fund being administered by West Yorkshire Combined Authority (WYCA). There were two projects:
- regeneration of Grade II listed George Hotel, Huddersfield to deliver a National Rugby League museum with either office space or overnight accommodation on the upper floors. refurbishment and regeneration of Grade II listed Dewsbury Arcade to create small retail units for independents, artisans, artists and other creatives.
Services
AspinallVerdi provided a value-added service by utilising their business case experience to guide the Council through the HM treasury five-case model. The specific outputs provided were:- Commercial case with supporting specific property market research report that included a summary of soft-market testing with private sector partners and operators..
- Economic case with long-list project appraisal and a Benefit Cost Ratio assessment of do nothing, do minimum, preferred option and do maximum scenarios.
- Logic model illustrating and summarising the theory of change for both projects. Benefits realisation plan to assist in monitoring and evaluation of project outputs, outcomes and benefits.
Outputs
The two Full Business Cases have been approved by WYCA and the projects are going through a detailed design and procurement phase. The tendered costs will then need to be approved by WYCA through the FBC plus costs process.
Through the soft market testing exercise undertaken in relation to the George Hotel, AspinallVerdi have facilitated further private sector engagement with the Council.
