AspinallVerdi were engaged by Reigate and Banstead Borough Council to act as a critical friend, assisting them in their viability testing of the local plan. Using our knowledge from undertaking plan viability work in other areas, we advised the Council on the approach to their assessment. 

AspinallVerdi were responsible for reviewing work already undertaken by the Council. This involved checking the Council’s viability assumptions, viability modelling and reviewing the plan policies to ensure that their impact on viability was reflected in the appraisals. 

This work was summarised in a report for the Council. This set out findings from our review, and highlighted any issues we felt would arise when the plan went to EIP. We also provided suggestions on possible changes to assumptions and methodology.

Outcome

The Council has now received our report and are amending their testing prior to examination of the local plan.
