Parm has extensive experience of working on feasibility studies, masterplans/strategies and drafting funding bids to help unlock brownfield sites for development within town centre and city centres. Parm has acted as development consultant to some of the largest regeneration projects nationwide and has diverse skills set that enables him to guide projects from initial concept to successful completion. Parm has helped to assemble sites through negotiations as well as the use of CPO powers. He has subsequently orchestrated marketing initiatives to take sites to the market and select the most suitable development partners.
Parm also has a proven track record in securing public sector funding through various initiatives, including the Towns Fund, Future High Streets Fund, and Levelling Up Fund. His expertise in writing business cases has been instrumental in obtaining funding for a range of brownfield sites.
Parm possesses significant experience in advising on site-specific viability assessments for both public and private sector clients. His advisory roles have spanned a wide array of projects, from smaller schemes of fewer than 50 residential units to large-scale strategic sites and garden communities comprising approximately 10,000 units. He has also provided viability advice to support enabling development related to heritage properties and has articulated arguments concerning the loss of employment use. Furthermore, he has considerable experience in advising on the essential evidence base required to inform planning policy, conducting Whole Plan Viability/CIL studies, Employment Studies, and Retail/Town Centre Studies.
Parm has taken on various Social Value roles, including serving as a guest lecturer at the University of Birmingham and participating on the Liaison Board at the University of Sheffield.
Outside of his professional endeavours, Parm is an avid supporter of Liverpool FC, enjoys grilling on the barbecue (weather permitting), and cherishes opportunities to travel to the Far East and beyond, fulfilling his desire for the gap year he never had.
