AspinallVerdi has extensive experience in working with Registered Providers on a range of services including valuation, acquisition & disposal, viability assessments, feasibility studies, options appraisal and business cases to support funding bids.  We understand the wider objectives and constraints that Registered Providers must contend with in the market. Our advice is always bespoke and we strive to ensure that client objectives are met to ensure delivery.

Viability Assessments

We are one of the leading firms nationally providing viability work and expertise, supporting Registered Providers in articulating viability challenges where external factors mean that full S106 contributions can’t be secured.  On 100% affordable schemes, the viability gap is often much larger, and we have successfully demonstrated on many schemes that they can’t sustain any further S106 contributions, by preparing a Financial Viability Assessment in accordance with RICS ‘Financial Viability in Planning – Conduct and Reporting’.

Valuation

We have a number of RICS Registered Valuers, who can carry out a wide array of Red Book valuation work, including:

  • Site valuations – for a range of purposes to inform options appraisal and decision making, we have valued land and existing properties to assess the market value in its existing use or residual values assuming development/conversion to new affordable dwellings.
  • New-build and second-hand property valuations – RICS Red Book valuation of completed new properties or properties on the market for accounting or acquisition purposes.
  • 1999 Valuations – in order to assess the rental value for affordable housing, we have provided modern valuations, index-linked back to 1999 values, to input into the government rent-setting formula.

We have worked extensively with Sanctuary Housing providing housing valuations for the last three years, and we are on Clarion Housing Group’s Valuation Framework.

Partnerships

We have relationships with many Registered Providers and we want to understand our client’s development requirements.  Through this, AspinallVerdi can play a vital role in strategically matching Registered Providers and private developers who are well-aligned in terms of ambitions, capabilities, and values.

We leverage our deep networks and market knowledge to identify potential partners whose goals, risk appetite, and financial profiles complement each other. By understanding both parties’ strategic priorities—whether it’s maximising social value, securing long-term income streams, or delivering volume—we can broker introductions that have a much greater chance of leading to successful, sustainable partnerships and bringing tricky sites forward.

Once potential partners have been identified, we can support in establishing the most appropriate structure for the collaboration, considering options such as joint ventures, development agreements, turnkey arrangements, or leaseback structures, tailoring recommendations to fit the project’s specific context.

Alongside our specialism in brokering partnerships our experience in preparing robust Business Cases can support in justifying the partnership to stakeholders and decision-makers. We can carry out feasibility studies, options appraisals, and detailed financial modelling to assess the viability of proposed projects. This includes forecasting development costs, identifying potential grant funding opportunities, estimating future revenues, and analysing the affordability of delivery programmes. A strong business case not only demonstrates value for money but also gives boards and investors’ confidence that the partnership is financially sound, strategically aligned, and capable of delivering long-term benefits.

Disposals and Acquisitions

Our surveyors have extensive experience in dealing with a range of property transactions.  We like to get involved on sites at an early stage and provide strategic advice on the development strategy to ensure that the client’s land holdings are maximised, for example we have acquired adjacent sites and brought land-owners together to take full advantage of the wider development potential of a site.  On a smaller scale, we have marketed and sold surplus properties and garage sites, and acquired freeholds on behalf of RP’s.
